That seems scary af at 1 mana. Casting two of these and the opponent is way back with missing two draws and got double bounced.

Putting the card in the library rather than the hand usually adds +{2} to the cost for the card advantage it generates.

The modern best practice is Desynchronize's wording.

Analogously:

  • "Target tapped creature's owner puts it on their choice of the top or bottom of their library."

Desynchronize is a different mechanic. This templating is regularly used. Upped the cost by 1, notice that it has to be a tapped creature.
