As an artifact that does nothing else this could be a lot cheaper. I don't even think the ability should stand alone.
Maybe something based on Tajuru Preserver?

I notice you have a lot of these dedicated cards that entirely shut down one ability the other deck might have. Some of them might make for interesting counterplay (especially if they are creatures or otherwise do something else proactive in addition), but I would pick fewer of them than you have because you don't want the deck playing them to draw those cards to often when they don't matter or the deck playing against them to be too constantly unable to use their own effects at all.
Who said such a silly thing? The premise is a fun setup. Bolas vs Sarkhan is a classic fight and Gods vs Elder Dragons are fitting cohorts to the main characters of each set.
Everyone here just is working from the premise that even a good initial idea only becomes the best set if you iterate over the ideas and replace individual parts, so the whole works better and points you to the parts that would be best replaced or at least rearranged/fixed.
Cycling doesn't fit at all with this card's current set of abilities. What's the grander vision here?
Why not "Your opponents can't scry."?
At first one might assume this effect belongs into white, because it is rule setting. But blue is the enemy color to both red and green, the primary fight colors.
The ability could use better wording. Either of:
On a wider scope there is the issue with one-sided fighting, which does mechanically do something similar to fight, but doesn't outright use the term fight and hence doesn't get recognized by this ability, but as long as you don't put that into this Duel Deck, this card should be fine.
Good choice to make it a creature. Could cost a little less IMO.
I get it this card set is rubbish.
