I've been playing around in that space. You have rules for Contraptions in a player's hand? Mine are just that you may choose to use a card from hand to assemble rather than using the deck (but only if you actually have one obviously).
Zedruu is confused. And wants you to have his confusion.
As long as the punishment isn't huge (and it's only 2 damage after all) then it's the sort of thing that's a safety valve.
Numbers might need tuning; but a "Ok, everyone gets to do the sets thing; and it then punishes everyone who can" card seems like a fine thing to have existing to me.
Flavour miss though. I feel it should be something like a goblin parts dealer. Sells everyone cheap bits that tend to explode :)
Not a fan of hosing a major theme of the set to the point where playing it is actually detrimental.
