Put it at common if you want the effect used at limited, uncommon if the effect is strong but you only want it in limited occasionally, and at rare if you want the effect to only be used in Constructed.
And, of course, you make the cards playable even if they can't use the Grandeur effect.
grandeur was fine as a one-off future sight card, but it's a really narrow mechanic. how are you going to make sure people have enough copies of each card in limited?

Hm, yeah. I wanted to have a -X/-X ability on a Grandeur guy somewhere, but it is kind of redundant, isn't it? I'll change it (And their signature spell too, I suppose).
I like the parallelism between Veligos, Pharika's Right Hand and this in terms of lifelink vs deathtouch, but "destroy" vs "-4/-4" seem far too similar.
