I'm only marginally familiar with Brazilian culture and religion - what sorts of inspiration are you looking at? What sort of "feel" are you going for the world? What aspects of Brazilian religion and culture are you aiming to emphasize with the mechanics?
Out of the four you listed, the first listed (removing counters to kick a spell) seem like the most interesting gameplay-wise.

Trying to find mechanics that interact well and fit the flavor. Searching for a payoff mechanic for having counters on permanents. Candidates:
Remove counter(s) to kick a spell.
Remove counter(s) to lower the cost.
Having N counters on permanents boost the spell.
Proliferate-like mechanic.
