Hmm, I think you mean it may be cast from exile, but not from anywhere else. Ie. Haakon, Stromgald Scourge. Otherwise, it could be seen meaning that it can't be cast from anywhere else than exile and not even from there unless some effect allowed you to do so (Act on Impulse for example).

Dunno; if you don't add the ability to cast from exile this becomes a puzzle-box. The cost/reward probably needs making, like "Be a 12/12 for " for that card, though.
