Complex and game changing... This isn't the kind of thing one would be encouraged to turn into a mechanic, especially when it's featured in commons.

The {u} variant (Raizon Portalmaster) that turns your Ponders / Sleight of Hands and whatever totally free sounds like it would enable some disgustingly broken decks.

Mmm, probably not common but I don't otherwise see the issue. Giving everything haste is a thing. Reducing the cost of everything else is a thing. So sure. But those things are both uncommon.

It is odd that one of those things is non-create only. That's VERY easy to miss. Given how the second ability works; I keep wanting to mentally use this as "Reduce cost by {r}, or pay full cost and have haste". But it doesn't actuyally do that.
