Why?
Somewhat complex oway of saying you can either draw a card when you cast a creature (a fine green ability) or get the creature slightly cheaper (a different green ability; also fine)
The 'cunning' wording seems to be cunning where it isn't needed.
How about being explicit?
When you cast a creature; you may either do so for less, or draw a card.
Also feels kinda pricey for those abilities; though they are pretty nice. Cheaper creatures really wants to be cheap to cast itself, otherwise why ever bother with it?

A triggered ability wording won't work since it's pointless to reduce a cost that already has been paid.

How about:

As an additional cost to cast creature spells, you may pay . If you do, draw a card.
