A mildly bonkers effect. Like a toned down Dragonstorm. So seems lovely.
@Vitenka: This is meant as a commander - which gets more expensive over the course of the game due to commander tax.
Best case two 5+ mana creatures for four mana is too much. If the Dragons go to hand, cool. If you restrict the maximum converted mana cost to X as well, also fine (though hard to balance).
Huh; oh. Yeah, that could work. The best case isn't gonna happen very often though, dragons are pricey, you can't usually stuff a deck entirely full of them.
