Well... hmm. That could also do charge counters, and only cost 2.

This is also strictly better than Ley Line (lol Mercadian Masques was so bad).

More to the point, this is rather similar to Assemble the Legion. Okay, that one let you recover from board wipes, where you need to keep a creature alive to use this. But it still seems this snowballs quite dramatically. Most of the cards that are comparable to this seem to be rares.
