Seems weak compared to Scarscale Ritual.

This is a colourshift of Skulltap. And yes, Skulltap is pretty bad: it's strictly worse than both Scarscale Ritual and Altar's Reap.

I see no reason to colorshift this.

Well, there's also Vivisection. That was from the blue Phyrexians, though, and MBS/NPH were "every colour is bleeding black" sets (Leeching Bite, Vapor Snag etc). So the existence of this card suggests that this whole set is bleeding black. Is that intentional?

Nah, just one card bleeding black doesn't suggest the whole set is bleeding black. This set doesn't need to do the same thing NPH does just because they contain a similar pair of cards.

That said, this card feels more "My Planar Chaos" than "My Future Sight", maybe even "My Timespiral". But that would 100% provide a "reason to colorshift this".

The card seems fine in blue, but Vivisection emphasizes the raw card draw more, which makes it feel more appropriate. So, I get where this "bleeding black" idea comes from.
