I like it a lot. I don't know if the +1 is too powerful (it's certainly a lot better than Rakka Mar, but that's not saying much). The -1 is tricky to use, because "was dealt damage this turn" is quite a constraint - see Needle Drop's discount over Zap, or Fatal Blow versus Murder; but the reward (a Lightning Bolt) is pretty good. Mass Fling as the ultimate is nice too, and works great with the +1.
This costs three and makes Spark Elementals that don't die. Really?
Compared to Rakka Mar, this seems strong...
