Gosh. A Merfolk Looter on an artifact. I can't believe I've not seen this before. There are endless variations on Jayemdae Tome, including some that loot a bit like Emmessi Tome, but as a free effect on an artifact it's never happened. The closest we've seen is Jalum Tome (or one of the modes of Obelisk of Alara).

Excellent idea.

Actually it's Rummaging Goblin on an artifact, not Merfolk Looter. The difference matters since currently one effect is (U) (looting) and the other is (R) (rummaging).

One thing you might notice from all of those linked artifacts is that all of them require mana to activate. This might be too much of an auto-pick in limited since it just keeps generating card quality each turn with only one-time cost — immediately starting on the turn it's dropped.

So maybe (3) cost and (1) to activate?

Yep, needed a mana cost to activate. I'll set it for 4 and 2 for now. 3 and 1 seems a bit to good.
