Cool card. Might be a bit undercosted, but I like it. I'd probably make it a sorcery, since eot card advantage is typically evil, but since it only recurs sorceries which you have to use main phase it might be alright.

I think as long as it can't grab Instants, it should be ok as an instant itself.

Strange instant is an instant. If you're cool with it, I'm cool with it. Personally, I think the game needs more sorceries, and I try to make a card a sorcery whenever it seems appropriate... not the other way around.
