I'd argue that two cards at random for three is too harsh... especially since Mind Rot has been reprinted a whopping 13 times, including Magic 2013 and Return to Ravnica. It's obviously a staple at this point.

If this cost {2}{b}{b}, however, I wouldn't have blinked, and would probably draft it. Two cards at random can completely hose a slow deck that spends the first few rounds casting cards like Rampant Growth, only to have the card they were ramping into stripped from their hand.

Well, it's a bit above Mind Rot and costed quite above Hymn to Tourach so I think (for now) it's just fine. Maybe I'll up it after some testplays.
