Don't think you want to target inside the replacement effect. Would be better as "Choose target red permanent or spell. The next time..."

Since it's a cantrip, you may not want to target at all. Just a passive "The next time a red source you control would deal damage this turn, ..."

It's not the replacement effect that targets, it's the spell. The spell then creates a delayed replacement effect for the target. Compare Carom.

It is unusual to target a "source" though, so I could go for "permanent or spell".
