Well that word is AMBIGUOUS
very very much so. perhaps its a Human Geography thing tho but i assume it's just some weird-ass random thing making it so.
Okay, so Ultramontane could work as either in this case.
Looking it up, i see that italy is a perfect example for both. IIRC it's known for it's big religion-focus (at least the vatican is) and it also is south of the Italian Alps, which are on maps, so they 100% exist, just like Dominaria does, because cartographers never lie, ever no matter what. ever.
