The activated ability seems weaker than intended, but it's more like a bonus on the main effect.
The mana to activate is obviously a development valve, but I also wondered whether the token really should be sacrificed.
That's a wonky ability. I would consider making it a mythic, especially as it's a legendary as well.
Already considering it.
