River Merfolk
...why is this worthy of being rare? Ok, FEs rarity scheme was odd (Technically, nothing was rare; but u1 is as close as the set got)
And mountainwalk on a merfolk; even with the tenuous excuse of "It lives in the river" is... dubious. And colour-hate which we don't do much any more.
Still, these were perfectly playable footsoldiers in a merfolk deck.
Drop to common, and... I really want a blue evergreen keyword other than flying.
"Protection from" I guess? Prot-red? That's strnger than mountainwalk in some ways; weaker in others - and blue is just about the only colour that gets to do hate that way.
Flavour it as "You can't set me on fire, I'm underwater" I guess.

And still fume! Ok, remove the 'minus counter completely; you can always sacrifice it to itself.
That does down-power it slightly. But it's freakin 5/5 first strike trample, even if you aren't tribal-thrull. It's a rare FE card that doesn't really need a power boost.

Oh, this is legit a rare.
But white isn't really allowed to destroy any old inoffensive creature any more.

Wow. Tap and pay to turn a card into... +0/+1 or +1/+0. So strong!
Let's make this at least be +1/+1 and hmm... maybe looting instead of pure discard?
Wow, that's pretty powerful. Just pure looting, even if it's the red version, is quite nice.
Powering up a creature at the same time? I like it - but let's upcost it a chunk. And make him 1/1 instead of 0/2 because WHY SO MANY ORNITHOPTERS?!
You say that, but it's been brought back in two limited formats: Time Spiral block and Modern Masters. And the Gatherer rating on the cards suggests people still like it: Sporoloth Ancient and Sporesower Thallid make all Fungi faster, but even Pallid Mycoderm, Thallid Germinator and basic Thallid rate 3.5 stars or over. Bizarrely even Thallid Shell-Dweller rates 4 stars.
Fatestitcher's unearth is pretty irrelevant and doesn't add to his cost. The price to activated-Twiddle a thing totals 4 mana between creature cost and activation cost: Stonybrook Angler = 2+2, Puppeteer = 3+1, Fatestitcher = 4+0. Rimewind Taskmage gets a discount to 2+1 because of the snow restriction; Captain of the Mists gets an overcost to 3+2 because it can sometimes untap.
"Had to be something" is somewhat of the problem, really. A rare Puppeteer for permanents still isn't really rare, but virtually none of the cards in Fallen Empires naturally turn into rares :/
Indeed I did - but now it can be used to untap your stuff; including artifacts. Cheaper than Fatestitcher but without unearth suggests it's priced about right, surely?

I guess you're right. The fungus mechanic needs to be a LOT better - but +1/+1 might be too much.
Um. This is a terrifying Chlorophant now. Nobody would ever pull counters off to make saprolings.
You need a consistent fungus mechanic for all your Thallids and friends in this set. I suggested some options over on Thallid. Getting a +1/+1 counter each turn for free is completely not reasonable at common (probably not even at uncommon) and nobody would ever make Saprolings with them because they're too busy steamrolling with gigantic elves and fungi.
Once you have your consistent fungus mechanic, make Elvish Farmer use that and also sac saprolings for life. That's the point in Elvish Farmer, why he's a rare: he's a Thallid who can also sac saprolings for life. That's the one thing he does over the common Thallids - you can't just drop that.
Um. But you've made this worse by making it tap to do it. This is now... worse than Puppeteer? I'd normally rather have Fatestitcher too.
Activated tapping any creature multiple times a turn probably can't still cost just
, but might be okay at 
on a rare. Thassa's Ire was quite expensive as Floods go.

Making it able to tap anything; but only once/turn is much saner.
And.. ah what the heck, this is rare - let's power it up to untap too.
But actual common removal costs like 5+ nowadays.
It's basically Dark Banishing in blue. Every colour needs common removal (well, green gets Savage Punch). Blue gets bounce, counter, and lockdown (either "doesn't untap" like the above examples, or "abilities can't be activated", or both on the same card like Encrust).

Ah, a simple "Power now, pay later" black card. Given the 'named individual' thing, let's make it a legend; and pump it up slightly. Make a bit blacker in exchange for +1/+1.

Huh, didn't know the effect was going common. It seems a bit nastier than blue usually gets.
I wouldn't be surprised if Thorn Thallid is the MVP for some decks :)
(As for primes: why do you think the Merseine Sieve is so called?)
You may be interested to note that, while Claustrophobia and Paralyzing Grasp are the baseline current versions of this effect, Khans of Tarkir brings a cheaper take on it that's a bit like Merseine but still common: Singing Bell Strike.
Tourach's Chant
Colour hosing! This completely isn't a reasonable card today; and is completely un-memorable and really not particularly worth saving.
Pretty art; but... nothing much else.
So I claim this valuable uncommon spot as being available for some other, more important, card.
And the chant will become... something completely different, probably. Maybe removal - this set doesn't have enough of that.
Oh. Yeah; I do want to do that :) On the flip side, do I want a hoser for a keyword that isn't in the set? And is it worth the complexity?
And in hindsight; that would be a good idea.

Yeah, this is likely pretty strong. It has an impressive 3.7 stars on Gatherer. Tangle was a tidied-up version that was made uncommon; possibly this might want to be as well.
You say "this gets to stay unchanged", but then completely ignore the Oracle wording and introduce an accidental change by doing so! The Oracle wording (on the Gatherer page) is:
> Tap all blocking creatures. Prevent all combat damage that would be dealt this turn. Each attacking creature and each blocking creature doesn't untap during its controller's next untap step.
So you're tapping attacking creatures (with vigilance) as well as blocking creatures. I assume that wasn't deliberate? Why not copypaste the Oracle wording for those like this and (((Goblin War Drums))) that you're leaving unchanged?
It was already sortof creaturised (in a weird bi-tribal way) on Caterwauling Boggart, which also sports one of the best flavour texts in Lorwyn.

Target creature has to hunt for primes, when it find some, it can untap?
This is a really bad blue Paralyze.
Let's at least try to make this useful on your own creatures as a costly untapper. And make it significantly cheaper.
Still very much not common. And man this set wants your creatures to stall out so that you can win with, um, this set also lacks direct damage. ARGLE.

Hmm. Fog is weak. Fog++ however... can be strong.
The force-tap makes this kinda very interesting. Use it on the defence to get two turns of fog; or attack and use it to trap their blockers so that you can attack past them (with different creatures) next turn.
I think this gets to stay unchanged. Although this set is already looking very ground-stally...

Huh. This is.. yeah, ok, this is kinda a nice reasonable red card. Even got reprinted in 7th.
