Indeedy. It's unusual, but not unheard of; in red. So I have no real issue keeping it the same. Other than "I'm going through this set changing everything slightly; and it's slightly irksome that this one stays unaltered" :)
Actually; there IS one change I'm gonna make. Make this tribal so it can power itself.
Could do; and that would make it work slightly more naturally (since you don't need to worry about removing the last counter from something). But I also rather like the idea of this co-operating with tide counters.

I'd be inclined to either give it either a keyword or attribute as even a 5/5 for 4 cmc isn't really worth the increased cost on all your other black spells and especially if its Legendary

Is an enchantment with an etb that makes Citizens and some other ability (maybe an activation that makes additional citizens. Maybe Citizens gain viligance.)
Enchantment makes more sense for the name than a Sorcery does anyways.

Well, it makes tokens. It doesn't do anything else interesting; just makes tokens.
Seems entirely legit, really. Maybe could be 1 cheaper nowadays? Yeah; let's push it a bit.

Redflag for combat complexity; but eh, it's already an uncommon. But... well, although the ability is a bit costly; I can't see much in the way of competition for this. It's repeatable, and quite nifty.
I could plausibly turn this into a token maker - but honestly, there's no real reason to change this.

Banding. Banding. We never really got a replacement mechanic for that monstrosity.
So.. maybe this can be one of those cards that helps break the groundstall? Vigilance promotes attacks, after all.
Five cost - if I'm going to mirror the black side; this would be mirroring the praetor, I guess? Don't want to give white trample; but we could well mirror the sacrifice with tap. And white can have first strike.
Of course; this bumps it to rare, and bumps the cost.

One-off ping. That's not white any more. Nor simple enough for common.
I'm tempted to just make this a 2/1 vanilla. It's unusually pushed; especially for a common. But I do like vanilla?

The tide mechanic. What was I gonna do with this? ... I seem to have removed it from other cards. Humm.
UGH. Well, this wording tells me why I wasn't going to literally recreate the mechanic with proliferate:
~ ETBs with a tide counter. While ~ has two tide counters, it has +1/+1. While it has three, it has -1/-1. When it has four or more, remove all but one. Proliferate at the end of each of your turns.
So now what do I do with it?

Nice; but too parasitic. Make goblin optional. Wording all messed up, probably.
It would be nice if this somehow instead played with reds coward theme, maybe?
invulnerable -> indestructible; and give it reds style of 'tap'. This is now an enrage-style lure; which could be interesting. Normally this would need upcosting, but given that the attacking creature is certain to survive; maybe not? The flexibility of this makes it strong, I think; but I'm going to try keeping it at 1. And I did want to encuorage breaking the stalls; so 2-birds for one goblin.
I'd probably be better off finding some completely different card to turn this into. I mean; why is red going around saving things (even if it IS by sewing goblins to them)?
... I could swear I had this thought somewhere on this cardset before now. Ah well.

Isn't that just indestructible? Which is also how wizards makes new cards with that ability? Although modern cards with this ability also explicitly tap the creature usually, exactly to prevent ground stall
regenerate -> invulnerable UEOT
I think we'll make this a 1/1 instead of a 0/2 purely because we have far too much groundstall, and this won't help!
