These are just the starting costs for the card.
Given that it is better than Pulse of the Grid I'm thinking of upping the non-casting costs up by
each.
It's the same idea as Blast from the Past.
And... the power level isn't completely off the charts. It's comparable to Pulse of the Grid. Rather better, and that card was played in tournaments, but somewhat comparable.

You would never cast it straight up. You would always cycle it, then cast it for its madness ability and return it to your hand by also paying the buyback cost. The best part is that it becomes an instant when you do that.

Very nice mechanics and very nice flavour - building a ledge for angels to come and land on. Grab some babel art and call it a day :)

Whee! Exciting. Reminds me of Leafdrake Roost. That mana cost is somewhat excessively mono-white. You do have to pay 4-then-3-then-2 mana to get your first Angel, but I think that's entirely reasonable given that you'll be making a fresh Angel for 2 mana every turn from then on.
Nice card. Only tweak I'd suggest is make the costs in the rules text less white-intensive: maybe fortify for
, say.
