Whee! Exciting. Reminds me of Leafdrake Roost. That mana cost is somewhat excessively mono-white. You do have to pay 4-then-3-then-2 mana to get your first Angel, but I think that's entirely reasonable given that you'll be making a fresh Angel for 2 mana every turn from then on.
Nice card. Only tweak I'd suggest is make the costs in the rules text less white-intensive: maybe fortify for , say.
I'd go to cast, to fortify, to use - just for the pretty pattern.
Very nice mechanics and very nice flavour - building a ledge for angels to come and land on. Grab some babel art and call it a day :)
...there's a joke in that somewhere. "Why do angels make good tacticians? They always take the high ground."
