What if things trigger when the last Starfall counter is removed?
Starfall counters were intended to be global.
I'm not certain whether starfall counters are specific to one player though, since the effect is global & symmetrical e. g. Ominous Thunder.
I would assume that counters are added to the player, in which case maybe word it more like "You get three Starfall counters". X similarly I think is linked to the number of cards exiled that way, but yeah, it's all strangely vague.
The whole thing about creating a bunch 4/4 indestructible, flying, hasty dudes seems just broken power wise, especially when this is just a Lightning Strike at the very base value.
Since your wording is always really imprecise, I have to ask: Add the starfall counter where? Would it be affected by proliferate?

I guess it's kind of like soulshift?
But yeah, it's kind of taking up all the words on the card, leaving no room for you to get anything interesting into play this way. So you end up being an alternative casting cost for a vanilla.
I guess soulshift got away with it by having the words be on one card, and the reward on another. So you could chain into something that did something interesting.
Probability of becoming a mechanic is currently low. A lot of words that'd eat up space where interesting abilities could be.
