Putting the effect in the name and then repeating the name in the cost is kinda confusing. It's like calling your creature "An Artifact" and then have several abilities that read "sacrifice An Aritfact or an enchantment".

forgot to indicate plane. If this should be a color I am not opposed to it being a color. I didn't want a typeless artifact without an activated ability, which was the only reason I gave it the enchantment type.

I riffed upon Starfall a few weeks ago with Ominous Thunder and imagined a similar system, so I'd suggest setting a starting amount of counters, yes.
Starfall does seem to be oriented around "Play a card to get one, next turn it goes away; play another card to get one; everything goes boom forever". Preferably prefixed by getting something indestructible in play first, though just playing a weenie deck is likely to work well too.
What's your aim of the mechanic; if not that? We can suggest umpteen billion different options, but if we don't know what you're trying to acheive they're unlikely to be helpful ones.
I did not consider there being a lack of of Starfall counters when this drops. That was a definite oversight on my part.
What do you think about this alternative
Whenever you cast an enchantment begin Starfall (If there are no Starfall counters, create five Starfall counters. Otherwise, add a Starfall counter. One Starfall counter is removed each upkeep. When the last Starfall counter is removed, destroy two of each permanent type at random).
Weird that a Preservationist Chimist is actually better at destruction than preservation.
Also turn two mass-LD.
Triggering each upkeep seems a real issue with the mechanic, it seems much more crazy in multiplayer, though it already is crazy in 1-v-1.
I think I like this for being the events of Starfall. I would be willing to make Starfall not hit lands.
Wording may be a problem, since Starfall is no longer a verb as of this reminder text.
See Apocalypse Lightning. So I know Starfall is an event, but the threat/promise of Starfall should feel cataclysmic, but also something that could be a crazy boon or danger to each color and each player. Not a huge fan of this for the event. I'd like to hear what others would feel. I'm looking for end-times feelings. Other ideas included each player discarding three cards and drawing three cards while also exiling three nonland permanents.
