Yeah, the templating would need a little tweaking; perhaps "Equip abilities targeting ~ cost you (2) less to activate." But the intent is clear, and the mechanic seems both interesting in the abstract and like it'd play well (in a set with lots of equipment).
Shouldn't it be "Equip costs you pay to equip ~ cost less."? The closest card I could find is Auriok Steelshaper. Also, I figured a mannequin would be a construct (reminds me of Manakin).
That's a very sensible ability. The Equipment variation of Spellwild Ouphe, flavoured as something that's designed to have equipment put on it. Very nice.
In fact, I'd love to borrow/steal this for something in the Clockwork Wings block - would that be okay?
Well, this way has flavour (possibly not enough to justify the complexity) and triggers artifact destruction and etb triggers (which is a big thing) and also clears off other auras, attachments (even other forms of counter, if that has somehow happened)...
But yeah, 99% of the time Alex' wording will work out the same. (Assuming Alex adds "You control")

Nothing. That would have to be a separate line of text, with minimal benefits, since it doesn't refer to damage.
What does the inability to attack or block at 0 toughness follow from?
