Too similar to Smoking Explosion? Should it hit different targets? Needs an upshift in rarity? Is it too cheap?

By the way, having a blue card hate against Aquatic doesn't make much sense... Also, this doesn't trigger Fatigue ever, so it's no good in that archtype. It's also not good in Steamworkers, as it does nothing they try to accomplish.
This could only belong in any of them if they were desperate for removal. This card should probably help Aquatic, if anything.
Keep in mind, it needs to stay an uncommon legendary.
are lands that add mana supposed to have basic land types? For example, should this be a mountain and Necromancer's Study be a Swamp? Do they get the mana ability from their subtype? Because I've seen such things printed in reminder text before, meaning it must be inherent, right?
