I agree this is busted for MTG, but not for Phandalor.
Allow me to explain; If we assume that the format this set is a part of only contains cards from this set than the ability to abuse this card is next to nothing. I can't see Yawgmoth's Will being an issue if it couldn't be abused. Three mana to get to recast any of your spells is pretty strong, but deciding the ideal time to play this is important. For example, playing this on turn 3 is worthless. Playing this on turn 5 is .... one or two spells, tops? Playing this on turn 7 when game-ending cards are in play is a good way to pressure opponents back or deal with those threats, but not really both, especially since you just have 4 mana.
I think I'll do some tweaks for sure, maybe make this a Legendary Sorcery and have it cost 4 Mana, just to start, though. I'll add a different exile thing as well.
This is busted. They don't do these kind of effects anymore. Yawgmoth's Will is banned everywhere. This doesn't even exile the cards it lets you replay. I love it, but it needs like a bunch of tweaking. I'm not very good at balancing cards, but even I think this is nuts. Also it's uncommon.
As for your question, I think it would be shut off. The stack is a zone, I'm pretty sure. It doesn't come up much, so I might be wrong.

My take: The effect is trying to do something very interesting. Attacking with lands and promoting an aggro sort of playstyle is very cool. However, I think the payoff should be simpler. Maybe that's just me, but it seems like it could just deal ~5 damage or something? it could also target their creatures. It's definitely balanced, I'm probably just nitpicking. I feel like instead of needing a bunch of tapped cards to pay off it might be neat if it just did damage. Attacking with three lands already seems tough to do. It really fits the set, but I think it's weird too. Maybe not for the same reasons? Great card idea, but I think plain damage would be better?
I think it's very strong. IMO it would be overpowered without cards in this set like (((Essence Gorge))) and Baloth Stampede
I was wondering if I should write it as 'do it again' but decided that would be less clear.
Now THIS is a great saga! Love the synergies with the roilmage cards, while being a semi-powerhouse on its own. the "ultimate" is fantastic and feels perfectly strong for the cost.
I've heard of signpost uncommons, not tentpoles. Maybe they are the same thing, in which case; yes, they are very much still around.
I don't design for draft much, because normally if I design properly for constructed, draft works out alright. Signpost uncommons are a great way to start with that, tho.

However, it is in the right color for 3/5 drezgor archetypes.
This is probably just a good sideboard card, and decent in limited.
