Most of the stuff I’m posting is about 30% solid in intention, and done on the fly with little or no gap for extensive advanced gatherer searches. Letting someone else find those overlaps may be a crutch, but I’m not ashamed to acknowledge it as such.
I mean, doing a gatherer search or two is easy.
Counterspells are very cost sensitive since their opportunity cost is extremely high.
I would wager that this change puts the card more along the Contradict - Failed Inspection axis. At its best, it's a Dismiss which admittedly does sound a bit scary. Probably fine though? Keeping an eye on this at playtesting is suggested.
I’d started with a “pays 2” clause, but it felt too strong for a common counter with draw. You really think it’d be safe there?

It's a strictly worse Runeboggle, which itself is a strictly worse Complicate. Seems like last-pick material.
The 0 power was an erroneous oversight from an earlier version (conditional mana dork). Ironically, Loam Dryad would still have been better.
1 power makes him a 2/3 for
. Seems pretty good, and yet not out of line with other “pushed” green one-drop 1/2s with abilities. Not a bad thing to have a dude that screams “draft more Kithkin!”, and it wouldn’t be the first time someone attacked with a 2-card 2/3 on turn 2 (though swinging with three on turn three would be sick).
Could be too good, in which case, yeah, he’d be a 2/2.

is unplayable and while I don't think we haven't seen any 1/3s for

I would make it a 1/1 for
that becomes a 2/2. That would also align with the line of thought that at common stackable buffs (which this isn't, but still) should be placed on creatures with squared stats.
