It's like cascading into Hypergenesis, but with more control (and the ability to run cards like Wheel of Fate without spoiling the cascade).

I meant it to be Kentaro, the Smiling Cat for non-samurai.

Would it need a clause against casting cares with CMC 0?

This looks like it works to me. The wording may be slightly off, but it's reasonably clear what's going on. It does allow you to cast Hypergenesis or Restore Balance for {1}, but those are some time ago now.

I tried to copy Kentaro's wording as closely as I could. I'm a bit more worried about Hypergenesis than you: didn't cascade already make it into its own deck archetype?

Then again, this is the same cost as the cascade cards in that deck.

You also need to draw two cards, this and Hypergenesis, rather than just the cascade card. (Admittedly SM's suggestion of Wheel of Fate does rather help you get to that point.)
