I'm not really sure about the wording on this.

Wow. That's quite a niche card. I think the wording works, but how about just "if a creature would ETB with 1/+1 counters on it"?

Would that replace the first sentence? The idea is for Clone-type creatures and spell effect to copy the +1/+1 counters on the creature they're cloning.

Sure, but that's what I'm saying is a really niche occurrence. For a 4 mana artifact that's symmetrical, I think you could double the +1/+1 counters on all creatures entering with +1/+1 counters, not just clones entering with +1/+1 counters.

But then it's just a much crappier Doubling Season... Oh well, this isn't really a serious design. Just something I thought of while making Varlan the Grower.

Hee. Pity that Helix Pinnacle has shroud... but still good with Dark Depths :P

I envisage a conversation something like:

Mark Rosewater: Hey, I had a great idea! We should make something like Dark Depths that doesn't take up a land drop and works with doubling season and proliferate and Gilder Bairn and...
Development: Hey, nice "non-shroud" you got on that permanent, Mark. Shame if something were to... happen to it.

(I think copying the number of counters would in general be fine without targetting, well, unless it DOES turn out to be broken with Helix Pinacle :))

It's also good with Varlan himself. I feel like the targeting is necessary, because Magic doesn't often NOT target. But how would I word it without targeting?

I agree not targetting is nearly unheard of, but clone is one of the things that doesnt, presumably (a) so it doesnt fizzle and (b) because it doesnt DO anything to that permanent. So if you keep this wording you could just say "any permanent". Or just make it automatically give the maxkimum of any permanent?

Reworded without targeting

Clone doesn't target because it needs to ETB as the thing it's cloning. Similarly this needs to modify the creature-ETBing event, so it can't say "Whenever". I fear it needs to say "If a creature you control would ETB".

Oooh, you're right. Couldn't it be "whenever you cast a creature spell?" Or could I word it something like Chorus of the Conclave?

You could do either of those, yes. They wouldn't catch things like reanimation or blinking, that the current wording is trying to catch, but that may be a necessary casualty.
