I'm still not sure why something less narrow like Humans wouldn't be a better pick
Because Humans can be done anywhere and isn't particularly flavourful here, as opposed to somewhere like Innistrad, where it's very much a plane of humans vs monsters.
But Rebel AND citizen here is just as broad, I'd rather just have citizen in that case.

Personally, I'm not opposed to Citizen tribal, myself. I'm simply also interested in rebel tribal. I agree that citizens do feel most at home in GW.
I don't like citizen tribal. If the defining characteristic of citizen is "not trained for combat" it is hard to feel like something I want my army to have. But my main problem is that it is parasitic. Magic has had lots of creatures that could be called "Subjects of a government" but they have not had the subtype "Citizen" because it's just not that relevant in your average fantasy combat. I don't believe that future sets would start putting "Citizen" on some of their creatures without a mechanical reason, therefore only sets from Kaladesh (and Icatia) would have citizen cards.
