Moved since the card existed in double in the set.
This was trying to be a flavorful way to make more artifacts with colored mana cost, but the flavor didn't fit what we want the faction to be.
Also, this is a bit weak for a revolution uncommon, I think.
Perhaps this idea would better serve a rare non-revolution DFC.
I'm pretty sure for this set we should stick with revolutionaries being people, primarily ordinary citizens, turning against the Consul.
Is this acceptable flavor for a revolution card? Does the back side need to be anti-consol? It is unclear whether the patrol man was fired or upgraded to the point of not being human and I think I like that ambiguity.
No longer fits the current archetypes
Its too cheap for mass hexproof, skulk probably isn't going to make it into the set, and reducing the power of your own units is both complex on board and not exciting.
