The first ability seems like it should be used to verify that the second is necessary, but you can't use both in the same turn. On the other hand, making a griefer card like this too strong would be bad for the game as a whole.
Yeah. I thought it was nice that the first ability was useful always, but I agree it somewhat grates that you can't use both (without an untap effect). Perhaps the first ability should cost "2:" rather than "1, T:".
