Isn't it just like a delayed Shatter? Which an artifacts set could do with, if there aren't any other Shatters at common. Reminds me of Quiet Disrepair, though it's actually more like Parasitic Implant.

I get the idea behind this but it really doesn't need to be so intricate. It could be "Destroy target artifact. Plant Charge deals 1 damage to each creature that player controls."
