This is my favourite of the vehicle mechanics and even then I'm not convinced we will have enough artifact slots to support it.

Just how simple it is, being reverse equipment. I'm not sure the 3+ operators clause is worth it though. Also being anti-linear like delve is interesting. Though playtesting will reveal if it strays into the realm of parasitic.
Ah, okay. Well, Operate / Board are definitely interesting, but the problem is "how do we make this so you don't target everyone on the board with it". The 'exactly two or three operators' part is meant to handle that.
Other suggested ways include 'creatures aboard a vehicle must attack and block together', or just making the effects specifically chosen so that it's an actual decision which ones you apply to which creatures.
isn't it simpler to just have a variable (either fixed or changeable )inbuilt into the mechanic. A maximum number of operators?

You could split it into two separate lines if you wanted:

I like the banding suggestion.
