Created for Challenge # 073 to fulfil Challenge # 067 and Challenge # 102.

I'm not quite sure how much of a reset-button red should get for 10RR, but I figure, "lots, but not enough to win the game outright". Usually there will be much better things to do with 12 mana, but it does deal with some problems other board-wipes don't.

I almost added "deal 5 damage to each player", but that just looked unnecessary.
