Yow. The phylactery is indestructible, and not a creature. So you need to be able to exile artifacts/permanents, or bounce artifacts/permanents. And if you can exile permanents you'd just exile this planeswalker first. Black and red will have particular trouble... I guess Aether Snap works, except that kills planeswalkers anyway!
Not sure what's the point in making this a planeswalker if you're going to make 85% of the answers to planeswalkers not work on it.

Eh, I don't know. Not all of my designs are 100% serious. This is just me pondering what a Lich planeswalker could be like.
