"Another target creature" rather than "target other creature". Very interesting though. Curiously, may turn out to be too good. Carnage Altar charged a hefty price in mana to do this, although this can only be used once per turn (and also needs you to have a 2/2 hanging around if you want to sac your 1/1s).

Also doesn't add colorless mana, so it's a tough early play.

I would note, though, that a lot of people are going to assume two creatures dying = two cards, no matter how you phrase this. Then there's the people who will notice the card will only give them one card, but will be disappointed because they think they deserve two cards. That's tough. You can't let every Raise the Alarm in a deck double as a Inspiration and a Lead Astray simultaneously. Maybe this does need an activation cost after all, just so it can allow double draws...
