The flavor is supposed to be that when Kosmen needs to do something personally, it programs an independent clock with the minimum relevant fraction of its mind. This mini version of Kosmen then goes to where Kosmen itself can't, carries it its mission, then returns and reconnects with the World Mind. Wireless technology doesn't exist on Namekkos, so Kosmen can't just use RC drones (though it would love that idea).
