Grumble. The rats are a nice and evil card - a discard and a rat; and the ultimatum is really hard to work out the value of (but clearly high).

This is ESPECIALLY evil, because by the time you can cast it, they probably can't prevent you drawing them.
Still, it's likely to be have the envoy disadvantage of exiling your best card. So it might be fair.
