It feels like Monuments should always cost at leas {2} to make full use of memorial, but Will and Testament exists and costs {u}.

I think that being able to have the Monument go from sideboard to exile-to-be-played is fine enough for lower mana value memorials. Will and Testament didn't feel like it should cost {2}{u}.
