Does "Each player may discard a card" need to be "Each player may discard up to one card" instead?
-1 ability is cowboys gambling
-X ability is trick shots, shooting (via spells) accessories and such.
-3 is shooting someone.
The +1 doesn't need "up to", no.
Design-wise, this looks... safe. I think I'd be inclined to make the -3 a -2 instead. Chandra, Torch of Defiance could -3 for 4 damage and had a card-advantage +1 rather than this which is symmetrical.
I appreciate the flavour is slightly less good, but I think the +1 could stand to be stronger. How about "Any number of target players each discard a card then draw a card"?
Or... keep it as it is and make it +2. (Then keep the -3 at -3 as well.)
