Welcome back to name that card! I've been playing some Slay the Spire lately, and admittedly, this card is an adaptation from a card there. It's rather powerful in the right deck, letting you trade a discard for a draw and a loot. But you can't cast this spell. You can only Madness it.

I was going to say something like "Dementia of the Deep", but hm, that's the same flavour everyone else has gone for. There are plenty of other aspects to blue. This could be an maniacal wizard's overfocus, or an icy fever dream, or the obsessed response to a sphinx's riddle... so many options. I'll try to restrict myself to two submissions:
