Casting this every turn is gonna lead to un-fun repetitive play. And any 0-power creature is always under-cover, so that means there's no particular way an opponent can turn it off.
It's going to turn a board-wipe into a lockdown and then next game why wouldn't you do the same again? That is just yuck :(
Apart from that - if this only recurring a couple of times somehow - seems like a nice flavour for a reasonable card.
Return ~ from graveyard to hand -> Exile ~ from graveyard
Under cover probably could say "less or equal".
Anyway the fix seems to work.
Yeah; a single flashback of it is much more sensible.
