If the game begins with it on the battlefield, it entered the battlefield before the game began and thus it wouldn't trigger any ETB effects. I dislike the wording too, but it's necessary.
I don't think you need the convoluted ETB trigger. If you start the game with it, it's still entering the battlefield, so won't the trigger go on the stack at the beginning of the first person's upkeep?
