Is this supposed to say "enchant creature"?
It isn't entirely clear what it does without a enchant ability, but I think that rules 705.2a and 705.2c suggest to me that it means it can target any object or player (and still prevents activated abilities from being activated (regardless of what zone the enchanted object is in), destroys the enchanted permanent (any permanent, but only if it is enchanting a permanent) if this card becomes unattached, and transforms if the enchanted permanent dies (again, any permanent, but only if it is a permanent); it does nothing if attached to a player) if it doesn't say "enchant". (If you know otherwise, please tell me.)
I don't know... that seems fine to me. It's still a risky move if your opponent happens to have a Sword of Fire and Ice in his hand, and no early plays for it, say. It's clearly going to be attacking you every turn, so the low toughness is a liability...
