Looking at Courtly Provocateur / Goblin Diplomats, I would definitely go with:

Why not add reminder text stating "(This ability has no effect if usedoutside combat.)"?

Alternatively, change the ability to "ntil end of turn, target creature attacks [each combat] if able." That's better than replacing one confusing wording with another one.
