Yeah, this card on a Curse rather than a creature is doubly less impressive.
I fear, this is not the right effect to do as a Curse.
Hmmm. Most card draw is only a single card at a time. So using up a whole card on it, not even being a crappy critter against people who aren't drawing, seems a waste.
Spirit of the Labyrinth / Alms Collector inspired Curse. Considering just making it Spirit of the Labyrinth for Enchanted Player.
I'm treating "can't attack this turn" as weaker than tapping, so I'm reducing the cost from 3cmc manaless activation to a 2cmc manaless activation. The card is supposed to slow the game down and make limited more defensive. And yes, it basically has the same flavour as Sigardian Priest/Avacynian Priest/Blinding Mage.

Sounds like Blinding Mage to me (though it's a wizard).
Strangely enough "can't attack this turn" seems to have been costed more highly than "tap target creature" for some time by WotC: Netter en-Dal, Martyred Rusalka, Thundersong Trumpeter. Can anyone come up with a reason as to why? Tapping is just generally better as it removes blockers as well - which is especially perplexing when looking at Thundersong Trumpeter.
Note: 5/11 p+t combo doesn't exist in print. The cast trigger and flying trigger make it mini-emrakul. The 'incurable' variant both protects from removal and prevents self bounce to limit recursion. (neither does 5/10 but that feels more even.)
Also the highest power vanilla, highest toughness vanilla (beating indomitable ancients by 1), highest power common, highest toughness common, and tied for highest cmc common th Hand of Emrakul. More importantly, what is its purpose in the set and is it intended to be at all playable?
