It's quite small for an angel. I would assume most people expect an angel to be 3/3+ since they are

That activated ability's costs are in wrong order. 'You control' restriction isn't necessary here IMO. On the other hand, is this supposed to be able to put counters on itself? If not, it should have 'another' somewhere in there. Arguably, specifically mentioning the target being a creature is another thing that might not be necessary. Putting a +1/+1 counter on some tribal enchantment (with changeling) would be quirky, but nothing illegal.
