Woah. This should cost more IMO (Sublime Archangel).

Sublime costs twice as much for twice the power in a single color, has evasion to make use of the bonus by itself and comes without tribal restrictions.

I wouldn't be surprised at all if this was undercost, but at most by {1}, I think.

Exalted is a pretty strong ability, but it's not that crazy. It's true that Tundra Wolves and Suntail Hawk are weak when compared to Akrasan Squire, but Wizards still thought it was okay to stick it on a 1/1 creature for {w}. If "All slivers have first strike" is okay for this cost, then "all slivers have exalted" is probably fine too. It's stronger, but not too absurd.

(Besides, it cuts into the most common Sliver strategy, which is "Boost all my creatures, give them all evasion, and swing with everyone.")

Eh, those are fair points. I still think that a 2 mana bear with an ability is more likely to be competitively viable compared to a 2CC 4/3 flying with an ability.

Anyway... Exalted never really played well mechanically in {u} and that one set showed us that exalted might as well as be orzhov instead of bant. So I'm not sold on the mana cost of this card.

By "That one set", I presume you mean Avacyn Restored? With the 'loner' mechanic of which Homicidal Seclusion and Lone Revenant are examples?

No, I mean Magic 2013 with Duskmantle Prowler, Duty-Bound Dead, and such.
